Located in Samjiyon County Town of Ryanggang Province, the palace is an extracurricular centre for the students in the county.
Opened in Juche 63 (1974), it was renovated in March Juche 95 (2006) to suit its characteristics in the northern alpine area.
It consists of rooms for art, sports and scientific circles, an auditorium and a gym.
Covering an area of over 7 700 square metres, it can accommodate over 600 students.
