The Second Conference of Secretaries of Primary Committees of the Workers’ Party of Korea (WPK) opened in Pyongyang on February 26 at a time when all the Party members and other people are ushering in a new great era of the prosperity of the country with full confidence in victory, true to the grand blueprint unfolded by the Central Committee of the great Party.
The conference, the second of its kind in the history of the WPK, serves as a significant occasion in accelerating the all-people general advance for bringing about the comprehensive development of socialist construction by more firmly consolidating all primary Party organizations into the combat ranks of loyalty in which the Party’s unified leadership system is thoroughly established and the vanguard units for carrying out the Party policies, and by cementing the political and ideological position of our revolution in every way, in hearty response to the idea and spirit of the 8th Congress of the WPK.
The proud reality, in which the might of the single-minded unity and harmonious whole formed between the leader, Party and masses are being signally increased and great creation and changes made in all sectors of socialist construction despite the severe challenges and difficulties unprecedented in history, is a brilliant fruition of the idea and line of the Party Central Committee, which has steadily enhanced the fighting efficiency of primary Party organizations, the basic organizations and main combat units of the Party, on attaching importance to and strengthening primary Party organizations.
The Second Conference of Secretaries of Primary Committees of the WPK is to analyse and review the achievements and experience, mistakes and their causes in the work of primary Party organizations in the period after the First Conference of Chairpersons of Primary Committees of the Workers’ Party of Korea and to discuss the measures for further improving and strengthening the work of primary Party organizations, as required by our revolution which entered a new period of great upsurge and turn.
Attending the conference were secretaries of primary Party committees and sub-primary Party committees of factories, enterprises and cooperative farms who distinguished themselves in carrying out the Party policies, secretaries of primary Party committees of ministries, national agencies and guiding organs at provincial, city and county levels, senior officials of the provincial, city and county Party committees and other Party committees playing the same function, and officials of the Party Central Committee.
All the participants in the conference were full of profound reverence for and trust in the Party Central Committee which has guided the work for enhancing the fighting efficiency of the basic Party organizations, while prioritizing the work for strengthening primary Party organizations, the political staffs of relevant units in building the Juche-oriented revolutionary party and accomplishing the cause of socialist construction.
Kim Jong Un, general secretary of the Workers’ Party of Korea, came out to the platform to guide the conference.
At the moment, all the participants greeted him with thunderous cheers of “Hurrah!” as a token of their deep reverence for the respected General Secretary of the WPK who has led to victory and glory the sacred cause of turning the country into an ideal socialist country and the people’s paradise, while demonstrating to the world the dignity and prestige of the great WPK with his outstanding ideological and theoretical wisdom and energetic leadership.
The platform was taken by Jo Yong Won, member of the Presidium of the Political Bureau and secretary for Organizational Affairs of the WPK Central Committee, Ri Il Hwan, Kim Jae Ryong, O Il Jong, Kim Yong Hwan, Ju Chang Il and other senior officials of the WPK Central Committee, the provincial Party committees and the Party committees that perform the same function.
The respected General Secretary made an opening address.
The participants hardly repressed their excitement, looking up to the respected General Secretary who extended warm militant greetings to the secretaries of all primary Party committees, highly praising them for making tangible contributions to the development of the Party and the vigorous advance of socialist construction at basic Party organizations over the past five years.
When the respected General Secretary declared the Second Conference of Secretaries of Primary Committees of the WPK open, the national anthem of the Democratic People’s Republic of Korea was played solemnly.

He said that the Second Conference of Secretaries of Primary Committees of the WPK is being held at a historic time when the vigorous struggle is being waged for the prosperity and development of our great country and the people’s well-being with great courage and sky-high spirit along the path of victory indicated by the Eighth Congress of the WPK and the Fourth Plenary Meeting of the Eighth Central Committee of the WPK, the important events of particular note in the history of the Juche revolution.
The respected General Secretary ushered in a new heyday of building basic Party organizations with his outstanding idea and energetic leadership, regarding it as fundamentals for developing the whole Party to strengthen primary Party organizations, he noted.
The original ideas and theories of the respected General Secretary, who comprehensively clarified the position and duty of primary Party committees and the tasks and ways for strengthening them at the First Conference of Chairpersons of Primary Party Committees, the first of its kind in the history of our Party, and other major Party meetings, serve as the important guidelines to be adhered to in the Party building and in innovating the work of primary Party committees, he stressed.
He recalled that the respected General Secretary wisely led primary Party committees to focus their work on thoroughly implementing the Party lines and policies and major revolutionary tasks by giving full play to the spiritual strength of the masses.
The reporter recalled that during his field guidance, the respected General Secretary underlined the need for their primary Party committees to intensify the education in the leadership exploits of the Party and the five-point education, properly guide the organizational and ideological life of Party members, ensure the trinity and make devoted service for the people run through the Party work. The respected General Secretary also underlined the need to enhance the role of ri Party committees so as to train agricultural workers to be those in charge of the rural revolution and ardent patriots, he added.
During his guidance over the revolution, the respected General Secretary called secretaries of primary Party committees, reposed great trust in them by calling them political commissars of main combat units for the implementation of the Party policies, taught them the principle and ways of the Party work and the best methods of mobilizing the spiritual strength of the masses, he stressed, adding that thanks to the meticulous care of the great teacher, secretaries of primary Party committees could have fulfilled their responsibilities.
Primary Party organizations are displaying their might as the vanguard of loyalty in which the iron discipline of moving as one under the unified leadership of the Party Central Committee has been established, and as the organization thoroughly implementing the politics based on the people-first principle by taking responsible care of the destiny and life of people and as the main fighting sub-units for devotedly implementing the lines and policies of the Party, he noted, terming it an invaluable fruition of the brilliant idea and leadership of the respected General Secretary.
Carrying the unanimous minds of the participants in the conference and the secretaries of all primary Party committees, the reporter extended the highest glory and warmest greetings to Kim Jong Un, the great leader of our Party and revolution who are further strengthening the WPK into an ever-victorious guiding force and energetically leading the struggle for a fresh victory in socialist construction.
The report referred to the successes and experience gained in the struggle for carrying out the militant tasks set forth at the First Conference of Chairpersons of Primary Party Committees.
The report also cited in detail the achievements made by primary Party organizations in the course of focusing the Party work on devotedly defending and thoroughly establishing the unified leadership system of the Party Central Committee, successfully implementing the strategic plans of the Party Central Committee and preparing themselves to be the vanguard of loyalty thinking and acting only on the idea and will of the leader.
The report pointed out that a revolutionary climate of thoroughly implementing Party decisions without fail has been established in primary Party committees.
The report stressed that all primary Party organizations has turned the course of adopting Party decisions into that of mobilizing the ideological power, mapping out plans and assigning tasks and the trait of implementing Party decisions unconditionally, thoroughly and correctly has been fully displayed with the Fifth Plenary Meeting of the Seventh Party Central Committee and the Eighth Party Congress as watersheds.
The reporter referred to the valuable successes primary Party organizations made in establishing firm links based on blood ties between a broad spectrum of people and the Party as a result of their efforts for applying the spirit of devoted service for the people to the practice of the Party work.
The past five-year struggle proves that only when primary Party organizations and the secretaries of primary Party committees remain true to the idea and leadership of the leader, thoroughly implement the Party’s decision without fail and establish the traits of making devoted service for the people as a Party climate, the political and ideological position of our Party and revolution can be further consolidated and the socialist cause be vigorously advanced in whatever trials and difficulties, the reporter said.
The report reviewed the shortcomings in the work of some primary Party organizations which failed to fulfill the urgent requirements of the Party and the revolution.
Strictly analysed and criticized were a series of mistakes made by primary Party organizations, including the issue of failing to regard the work for establishing the unified leadership system of the Party Central Committee as the lifeline of the Party work and strongly push forward it, the issue of failing to build up the ranks of cadres and the Party ranks into an elite force and efficiently conduct the work for rallying the broad masses behind the Party and the issue of impeding the implementation of the Party policies by failing to provide the Party’s proper guidance over the fulfillment of the main revolutionary tasks in the fields and units in their charge.
Blaming secretaries of primary Party committees for conducting the work without a main point, forgetful of the trust and expectation of the Party which put forward them as officials responsible for the Party organizations of their units, the reporter termed it the main causes of shortcomings revealed in the work of primary Party organizations in the past. The reporter went on:
The reality shows that if the secretaries of primary Party committees fail to enhance their political awareness and practical ability and prepare themselves to be perfect in all aspects, including working methods and working manner, it is impossible to implement the idea of the Party Central Committee for giving importance to primary Party committees and make a substantial change and improvement in the work of their units. The secretaries of primary Party committees should sternly review the past five-year work and bring about a radical turn in the work of primary Party committees, as required by the noble intention of the Party Central Committee and the developing revolution.
Then the reporter detailed the tasks to be fulfilled in strengthening primary Party organizations into the vanguard units sharing the idea and intention with the Party Central Committee and acting in concert with it, and into the political staffs greatly encouraging their units to implement the decisions of the Party Congress.
He also underlined the need for primary Party organizations to firmly unite the revolutionary ranks as an integral whole by developing the work for establishing the unified leadership system of the Party Central Committee onto a new high stage.
He underscored the need to wage an intensified ideological offensive for arming officials, Party members and other working people with the revolutionary idea of the respected General Secretary and to hold fast to championing and glorifying the revolutionary artefacts and leadership exploits of leaders as the main task of the work of primary Party committees.
He called for strengthening the ranks of Party cell secretaries and making scrupulous arrangements for turning all the Party cells into healthy and viable ones closely knitted in the bonds of kinship.
He said it is necessary to do work with the masses in a creative and active way in consideration of their individual characters and steer the youth league and other working people’s organizations to focus efforts on their internal work so as to make the officials and employees of each unit patriotic socialist workers.
He called for thoroughly carrying out fighting tasks set forth by the Party by further intensifying policy-oriented guidance and political guidance to ensure that administrative and economic work is only conducted as thought and intended by the Party Central Committee.
He stressed the need to firmly consolidate the revolutionary and class position of rural areas and achieve the radical development of agricultural productive forces and the fundamental change of rural living environment by increasing the function and role of the rural ri Party committees in every way and stepping up the three revolutions— ideological, technical and cultural—so as to creditably realize the Party’s programme of socialist rural construction.
He called on the primary Party organizations of the entire Party to regard it as an important requirement for boosting the fighting efficiency of the Party and a critical matter linked with the destiny of the socialist cause to break with formalism and an inclination towards administrative aspects, anathema to Party work, and to intensify the struggle against them.
He stressed that all the secretaries of primary Party committees will have to bear in mind the noble intention of the respected General Secretary and bring about new change in their work so as to make a positive contribution to strengthening the Party and achieving the comprehensive development of socialist construction.
Then, speeches were made by Pak Song Jin, secretary of primary Party committee at the Mangyongdae Revolutionary Museum, Kim Ju Chon, secretary of primary Party committee at the Sinpho Fishery Station, Kim Chol Min, secretary of primary Party committee at the Sogu Public Building Construction Company under the Pyongyang City Management Bureau for Construction, Kim Hak Jong, secretary of primary Party committee at the Ministry of Mining Industry, Kim Man Bok, secretary of primary Party committee of the February 20 Factory, Ryom Kyong Chun, secretary of primary Party committee at the ammonium nitrate shop of Hungnam Fertilizer Complex, Kim Myong Il, secretary of primary Party committee at the Sangwon Limestone Mine under the Sangwon Cement Complex, and Kim Kyong Chol, secretary of primary Party committee at the Pyongyang Daily Necessities Factory.
Speakers analysed and reviewed in depth the achievements and experience gained by primary Party organizations in the past period.
The participants were deeply moved by the experience of primary Party committees of the Mangyongdae Revolutionary Museum and the Sinpho Fishery Station which firmly prepared their employees to be genuine loyalists and ardent revolutionaries reliably defending their honorable posts of adding luster to the revolutionary history of the great leaders, and to be standard bearers for implementing the Party policies on fishery while intensifying the education in loyalty among them, regarding it as their lifeline.
Introduced were the experience gained by primary Party committee of the Sangwon Limestone Mine of the Sangwon Cement Complex which has boosted the limestone production by steadily increasing the power of ideology and collectivism, and the experience of primary Party committee of the ammonium nitrate shop of the Hungnam Fertilizer Complex which performed great miracles and innovations in implementing the Party’s policies in the course of winning the title of the Twice Three-Revolution Red Flag, deeming the mass-based movement a powerful means.
The participants were greatly touched by the experience of the secretaries of primary Party committees who shared joy and sorrow with their employees at the production sites with the traits and qualifications befitting frontline political workers, always paying close attention to their family life and solving problems by the Party’s method and the political method.
Speeches seriously criticized and reviewed the mistakes some primary Party organizations made by failing to push ahead with the work for implementing the Party policies as their primary task and disturbing the development of the units in their charge by working without the Party principle.
Speakers expressed their resolution to wage a dynamic struggle for bringing about the comprehensive development of socialist construction by steadily intensifying the work for transforming primary Party committees into elite ones strong in the organizing ability, fighting efficiency and executive power, true to the noble intention of the respected General Secretary.
The conference continues amid the high enthusiasm of the participants who are renewing their determination to innovate the work of their units as required by the developing reality, while listening attentively to the report and speeches.
