It happened on March 24, Juche 101 (2012).
The respected Comrade Kim Jong Un called an official and suggested building outdoor and indoor wading pools in the Munsu area in Pyongyang so that people could enjoy wading all the year round.
He said: I am determined to build a modern Munsu Water Park for the people in the Munsu area. I will form the building forces needed for the construction of the park. Let us build an El Dorado-style water park in the area and provide our people with a better cultural and leisure activity centre.
As he fixed its location, he indicated in detail the orientation and ways for building the water park as a comprehensive and modern cultural recreation centre for the people.
After returning back to his office, the official immediately set out to design the water park. But as he calculated the cost while working out its design, he found that it took too much money.
Upon hearing the official’s report, Kim Jong Un said that the construction of restaurants and various other facilities there along with the El Dorado-style wading pool would cost much more money and told him to start the design without taking account of the expense, stating that they should spare nothing for the good of the people.
According to his noble intention, designers buckled down to the designing in a bold and big way for the construction of a comprehensive water park of a world level and it was completed in October Juche 102 (2013).
