One September day in Juche 109 (2020), when he visited the seat of Kangbuk-ri, Kumchon County, North Hwanghae Province, he gave the accompanying officials valuable instructions on education while pointing to the need to hold fast to socialist rural construction as an important state policy.
Efforts should be made across the Party to increase the ranks of model ris in every town and county and go on to launch a campaign to create a model county, he said, adding that a model county is the one whose overall work, particularly education, fares well.
