It happened in September Juche 38(1949) when President Kim Il Sung visited a mountain county.
At that time the county had problems with procurement of farm produce.
When he met with the county officials he warned that the officials of the people’s power organs should strain their ears to the voices of the people as their faithful servants and correctly implement the policies of the Party and state.
They reviewed their mistakes after they had realized that purchasing the farm produce was a trifling work to them but regarded to the President as a matter of public sentiment, a matter of their confidence in the people’s power organ.
They kept in mind that wrong views on the people would make them act against the need and interests of the people and eventually result in violation of their interests.
