One day on the threshold of the 40th birth anniversary of Chairman Kim Jong Il, the then vice-president Kim Il called at the residence of President Kim Il Sung.
He was going to seek the agreement of the President as the Chairman tenaciously opposed the Decree of the Central People’s Committee to be promulgated on awarding the title of Hero of the DPRK to the Chairman in compliance with the constant desire of all people across the country.
At first the President persuaded him never to do so, but, as he insisted stubbornly never to go back if he would not get his approval, took the receiver in his hand, saying that he would try to suggest to Comrade Kim Jong Il.
His voice of speaking that he used to feel flattered whenever veteran fighters appreciated him and repeatedly implored never to do so for a young man like him after the President had finished talking was heard on the phone.
The President said that the Chairman had better accept it taking into account the sincerity of the vice-president, as he came early in the morning though he was not well. The Chairman answered he would think more after a long time of talks to the President on the phone.
Having heard the dialogue on the phone, he was pleasant to say to the President that he would ensure the Decree to be promulgated soon as it was the same as the Chairman agreed in half.
This was how the immortal feats of the Chairman was made public for the first time in the history of the mass media of the country and the Decree of the Central People’s Committee on awarding the title of Hero of the DPRK to the Chairman was promulgated on February 15, 1982.
