The 11th Plenary Meeting of the 14th Presidium of the Supreme People’s Assembly of the DPRK took place at the Mansudae Assembly Hall on November 4.
Choe Ryong Hae, member of the Presidium of the Political Bureau of the Central Committee of the Workers’ Party of Korea, first vice-chairman of the State Affairs Commission of the DPRK and president of the SPA Presidium, presided over the meeting.
The meeting was attended by Thae Hyong Chol and Pak Yong Il, vice-presidents of the SPA Presidium, Ko Kil Son, secretary general of the SPA Presidium, and members of the SPA Presidium.
Brought up for discussion at the meeting were such agenda items as “On Adopting the Tobacco Prohibition Law of the DPRK” and “On Revising and Supplementing the Law of the DPRK on Enterprises”.
The main contents of the two items, discussed at the Legislation Committee of the SPA, were introduced.
The tobacco prohibition law with 31 provisions stipulates the rules which all institutions, organizations and citizens must follow in protecting the lives and health of people and providing more cultured and hygienic living environments by tightening the legal and social controls on the production and marketing of cigarettes and smoking as required by the tobacco prohibition policy of the State.
The law specifies places and units where smoking is forbidden, such as spaces for political and ideological education, public places including theatres and cinemas, and institutions for nursing and upbringing children, educational institutions, medical service establishments, commercial and public welfare service facilities, and public transport means. It also indicates the contents of penalties for the behaviours of violating smoking rules, etc.
The revised and supplemented enterprise law newly stipulates the contents of turning enterprises into labour-, energy-, cost- and land-saving ones and making employees patriotic working people who have acquired the spirit of economy as their nature.
It also refers to issues which all the units must observe when organizing new enterprises or when their affiliations change and that production and business management must be done under the unified guidance and strategic control of the State and on the socialist principles.
The meeting made deep studies of those agendas and had an exchange of views on them.
It adopted with unanimous approbation the decrees of the SPA Presidium “On Adopting the Tobacco Prohibition Law of the DPRK” and “On Revising and Supplementing the Law of the DPRK on Enterprises”.
